| Many things have been affected by redistricting and the subsequent lawsuits. This process is very confusing for everyone. |

| After the census is conducted every ten years, all groups that have members elected by the public must examine the population to determine if there is equal representation by each representative. Therefore, the state has to examine federal and state congressional districts, the counties have to examine commissioner’s precincts, cities have to examine council member districts, and schools have to examine school board member districts. Each group that makes any change to their districts has to seek pre-clearance from the U. S. Department of Justice or U.S. District Court for the District of Columbia. | The plan proposed by the Texas Legislature is currently being reviewed by the U.S. District Court for the District of Columbia, for preclearance, and the Supreme Court and a San Antonio court because of lawsuits and appeals. |

| In Tom Green County, we made changes to the Commissioner’s precincts and the individual voting precincts. This plan has not been pre-cleared and will not be effective until the state issues are resolved. This means that new voter registration certificates have not been mailed nor can voters apply for a ballot by mail; candidates do not know when to file, campaign, or, in some cases, where to file to run for office; and our office does not know when we need to prepare for the election. |
